Elective Transfers

The District will not provide transportation for students who are granted elective transfers

1. Proximity Transfers – This transfer is only available to grades K-5

(1) Proximity transfers are all subject to space availability.

(2) The requested school must be within 1 1/2 miles of the student's residence. In determining whether a school is "closer" to a student's residence than the school in his or her zone, the distance shall be computed by measuring the most direct road distance or well-established walking path.

(3) Any elementary school student whose residence is closer to an elementary school in an adjoining geographical zone than to the elementary school to which the student is assigned within the zone where the student resides, shall be permitted to choose to attend the closer elementary school in the adjoining zone, provided space is available.

(4) Once a student has been granted a proximity transfer, the student may continue their enrollment from year to year at the receiving school until completion of the terminal grade at that school, provided they continue to qualify for the transfer and produce adequate evidence of their continuing eligibility each year.

(5) The District will not be required to provide transportation for students electing to transfer under this provision.

2. Administrative Transfers

(1) The Superintendent or his designee shall have the right to grant administrative transfers in extraordinary situations where the physical safety of a student is at issue, or in other rare situations in which it is determined to be essential to the welfare of the student.

(2) Administrative transfers may be permitted without regard to capacity limits. However, in granting administrative transfers, consideration will be given to send the student to a school with an enrollment below its capacity.

(3) Administrative transfers shall not be counted towards capacity in the determination of seats available for other transfers. (4) The District will not be required to provide transportation for students electing to transfer under this provision.

(5) Once a student has been granted an administrative transfer, the Superintendent or designee may at his discretion permit the student to continue enrollment from year to year at the receiving school, provided they continue to qualify for the transfer and produce adequate evidence of their continuing eligibility each year

3. Hardship Transfers
(1) Hardship transfers are all subject to space availability. Once a student has been granted a hardship transfer of any type, the student may continue their enrollment from year to year and complete the terminal grade at the receiving school, provided they continue to qualify for the transfer and produce adequate evidence of their continuing eligibility each year.

(2) Complete and accurate information concerning the reasons for any hardship transfer must be submitted on the appropriate application form, and this form must be signed by the parents or legal guardian of the student and the person or persons who are to provide day care facilities, or the psychologist or psychiatrist, or a representative of the Social Service agency, whichever is applicable.

(3) The District will not be required to provide transportation for students electing to transfer under this provision.

Types of Hardship transfers:
(a) Emotional and Adjustment problems. Hardship transfers may be granted based upon emotional and adjustment problems provided the application for such a transfer is accompanied by a complete psychological evaluation with the recommendation from a psychiatrist or psychologist. Transfers under this provision shall be granted only to the next nearest school that space is available (that is, by the most direct road or well-established walking path) to the student's residence unless unique program consideration dictate otherwise.

(b) Daycare Hardship: Hardship transfers based upon access to day care centers and nursery facilities shall be approved only if:
a. No space is available in such day care facilities
b. The day care facility is not available during the parent/guardian assigned working times. A letter from employer stating assigned work hours must be furnished with application, or
c. There are no available relatives in the student's assigned school zone.
(c) Special Education. Siblings of a student assigned to a special education program at a school outside their assigned zone may be granted a hardship transfer to the same school.

(d) Social Service Agencies. The District may grant hardship transfers based upon recommendations from the professional staff of community agencies such as the Juvenile Court and the Department of Family and Children's Services.

4. Out-of-County Tuition-paying Students (Apply)
(1) Out-of-county transfers are subject to space availability.

(2) Once an out-of-county tuition-paying student has been granted an inter-district transfer, the District may in its discretion permit the student to continue enrollment from year to year at the receiving school, provided the parent/guardian responds indicating intent to continue paying tuition to attend public school in Bibb County.

(3) The District will not be required to provide transportation for students electing to transfer under this provision.
